Bill of quantities not shared: problem resolved at Institut Tumaini Jipya thanks to citizen monitoring
At Institut Tumaini Jipya (Ibanda, Bukavu, Sud-Kivu), the Integrity Club reported on EduCheck: bill of quantities not shared. Within 38 days and through « Advocacy », the project fixed the problem; the monitors checked the fix on site.
The « Construction d’un bloc de 8 latrines » project is meant to improve Institut Tumaini Jipya (Ibanda, Bukavu, Sud-Kivu). Student monitors of the school’s Integrity Club, trained by the Anti-Corruption Research Centre (CERC), follow the works with the EduCheck questionnaire to check that what was promised is delivered.
The problem
On 9 December 2025, the Integrity Club reported the following problem at Institut Tumaini Jipya: bill of quantities not shared.
Materials that were paid for must reach the site: every diverted bag means a weaker building.
The problem was published on the school’s page and sent to the project management committee and the contractor.
The dialogue
The monitors opened a dialogue with the project management committee and the contractor:
- Advocacy
The result
The fix was recorded on 16 January 2026, 38 days after the report.
During their visit on 11 October 2026, the monitors checked the fix on site: the problem moved to « Verified » on EduCheck.
This success shows what citizen monitoring makes possible: a problem made visible, a dialogue with the right people and a verified solution, for the benefit of pupils.
Your school can change too
Students, parents and teachers trained by CERC monitor their school and talk with those in charge until problems are fixed.
